LIMA, Peru (AP) ? Teenagers throughout Latin America have long looked north for pop music inspiration. Now the East is rising, with a large and enthusiastic cult of fans in some countries following the K-pop music from Korea.

It's a movement especially strong in Peru and Chile, and it goes far beyond Psy and "Gangnam Style."

Some 13,000 fans attended an April concert in Lima by the group Super Junior. Another group, Big Bang, drew 14,000 in November. They've drawn similar crowds in neighboring Chile.

Hundreds of fans such as Araceli Galan gather each week in a downtown park in Lima to dance to the energetic music. Some dress up as Korean comic book characters.

"I've liked K-pop since I was 10," said Galan, now a 16-year-old student at a local university. "I learned everything from the Internet because here in Peru you don't find much on radio or television."

She's amassed a collection of posters, bracelets, T-shirts and records of her favorite, Kim Hyun Joong, who was met by thousands of fans when he arrived at the airport in Peru's capital in February.

"Although you won't believe it, in Peru the K-pop groups are starting to be more popular than Justin Bieber, Lady Gaga or Demi Lovato," said Diana Rodriguez, who is capitalizing on the trend by organizing Korean dance contests throughout Peru.

While there's little hard data on that, there's no questioning the fervor of the fans who turn up at Ramon Castilla Park each Saturday and emulate the dances of K-pop bands.

"We start at 10 in the morning and we stay until 6 in the afternoon," Galan said.

A bus trip away is the small Arenales shopping center where entire floors are dedicated to South Korean music, clothes and food.

"I like the 'sujebi' soup and another dish that combines a sweet and salty flavor that I can't remember the name of," Galan said.

Some try to solve the language problem by having the songs translated into Spanish and posting them on the Internet. "The lyrics are pretty. It's not as eroticized as reggaeton. It's more romantic," said Pamela Diaz, a 26-year-old fan.

"It's made me want to learn Korean," said her 14-year-old sister, Sabrina.

The trend has surprised Peruvian parents, just as the onslaught of rock-and-roll once alarmed an earlier generation.

"My father listens to rock in English; he doesn't like K-pop at all," Galan said. "He tells me, 'Why do you listen to that music if you don't know Korean?' And I tell him that he doesn't know how to speak English either. Music you only need to feel."

US: Czech slaying suspect killed relatives

ALEXANDRIA, Va. (AP) ? An American man killed his uncle, aunt and cousins in the Czech Republic and then flew to the United States, where he was arrested at an airport, authorities said Friday.

Citing the Czech police investigation, a federal complaint filed Thursday in Virginia seeking Kevin Dahlgren's arrest said Dahlgren killed his relatives at their home in Brno on Tuesday or Wednesday. The victims had been stabbed in the head and neck, and it appears that Dahlgren tried to burn three of the four bodies in the basement of the home, according to the complaint. Dahlgren had been living with his aunt and uncle in Brno since April 30.

Dahlgren made an initial appearance Friday morning in U.S. District Court in Alexandria, Va. A magistrate ordered him detained pending a status hearing Wednesday afternoon.

Prosecutor Patricia Haynes said in court that Czech authorities have not yet officially charged Dahlgren with murder. She said U.S. authorities sought to hold Dahlgren until formal charges are filed in the Czech Republic, probably in the next 60 days.

Dahlgren, shackled in a green jail jumpsuit and guarded by two U.S. marshals, said he expects to hire an attorney and that his parents in California would pay for the lawyer. He did not name the attorney.

When the magistrate, Theresa Carroll Buchanan, ordered Dahlgren remanded to custody at the conclusion of the brief hearing, he offered a polite "Thank you, your honor," as he was led away.

Czech police said Dahlgren was born in 1992 and released his photograph. A Facebook page showing the same photograph says Dahlgren is from Palo Alto, Calif.

The victims were found by firefighters who came to a fire Wednesday in a house in Brno, the country's second-largest city.

A local band, Ukulele Orchestra jako Brno, told The Associated Press that two of its members were among the victims, but declined to comment further. Dahlgren's Facebook page contained a link to the band.

Police have declined to give details about the killings and said the motive was not known.

"Various weapons were used, but that's all I can say," police investigator Antonin Hrdlicka said. Police spokeswoman Petra Vedrova said guns were not used.

Hrdlicka said the pilots and crew of the flight from Vienna, Austria, were informed that the suspect was on board. FBI spokeswoman Lindsay Godwin said agents arrested Dahlgren on Thursday at Washington Dulles International Airport, about 26 miles (40kms) west of Washington.

Czech officials have said they will seek his extradition to stand trial in the Czech Republic. They said they have 60 days to deliver evidence and other documents to U.S. officials. If tried and convicted of committing four murders, he would face up to life in prison.

JPMorgan wins contract from Russian government to boost its credit ...

Beating out a number of other investment banks, JP Morgan will consult Russia in its effort to boost the country?s sovereign credit ratings.

Deputy Finance Minister Sergey Storchak said JP Morgan will act as a liaison between the Ministry of Finance and rating agencies, RIA Novosti reported.

Storchak also hinted that Russia will be reviewed by one of the major international rating agencies in the near future.

The government expects that by 2016 Russia will have the highest rating from international agencies.

At present, Russia is rated "BBB" by Fitch and S & P, and "Baa1" by Moody's.? Fitch and S&P both downgraded Russia following the 2008 financial crisis prompting then Prime Minister Putin to call it an ?outrage?.

Last week, the Russian rating agency ?Expert RA? gave Russia an ?A-? grade, higher than any international rating agency.

Though the Ministry of Finance is hiring outside help to improve their rating, its head,? Anton Siluanov, doesn?t foresee the rating changing any time in the near future.

"I do not think that there will be any changes in terms of Russia?s rating,? Siluanov said on Wednesday.

First Deputy Prime Minister Igor Shuvalov sees a positive change in the near future.?

"Now the situation in the economy is changing. I can?t say that it is much better, but there are some changes. If you look at fundamental economic indicators- the budget, and employer sentiment- I think that the situation is slightly better now,? said Shuvalov.

According to the Ministry of Finance statement, JP Morgan was selected over other unnamed investment banks for its quality of proposal, ability to achieve results and experience and reputation of the bank.

The document neither outlines the length of the contract or payment details.

In late January, the Russian government agreed a three year $500,000 contract with Goldman Sachs to improve its investment bank image as well as credit ratings.

JP Morgan is the largest U.S. bank in terms of assets. JP Morgan opened a representative office in Moscow in 1973, but doesn?t offer any retail banking, only investment banking and related services.

Former Goldman banker settles SEC 'pay-to-play' charges

WASHINGTON/CHICAGO (Reuters) - A former Goldman Sachs Group Inc. investment banker has agreed to a five-year securities industry ban and a record fine to settle Securities and Exchange Commission charges that he broke rules against influence peddling to win bond underwriting business in Massachusetts.

Without admitting or denying wrongdoing, Neil Morrison, 38, accepted what the SEC said was the first industry ban for violating "pay-to-play" rules governing the $3.7 trillion municipal bond market.

He also agreed to a $100,000 civil fine, which the SEC called the largest individual penalty in such a case.

Thursday's settlement was announced eight months after Goldman struck its own $12 million settlement with the SEC over the case, which involved contributions to the 2010 gubernatorial campaign of then-Massachusetts State Treasurer Timothy Cahill.

Pay-to-play refers to the providing of cash or other contributions to public officials in exchange for political favors or the awarding of contracts.

"These tough sanctions against Morrison show that we take abuses of the pay-to-play rules in the municipal securities industry very seriously and will hold individuals accountable for their violations," Elaine Greenberg, chief of the municipal securities and public pensions unit of the SEC's enforcement division, said in a statement.

Thomas Kiley, a lawyer for Morrison, in an email said his client is happy to have resolved the matter, and agreed with Greenberg's characterization of the sanctions' severity.

"That this is the first time there has been an industry bar for a violation of the pay-to-play rule is a pretty good indication the law wasn't clear at the time of the conduct," Kiley said.

Goldman spokesman Michael DuVally said: "Neil Morrison violated applicable regulatory rules as well as Goldman Sachs' internal policies. We detected his activities, promptly alerted regulators, terminated his employment, and fully cooperated with investigations."

WEARING MANY HATS

The SEC said Morrison, a resident of Taunton, Massachusetts, helped run Cahill's campaign from his Goldman office in Boston, where he was a vice president, during work hours while using the bank's phone and e-mail system.

By performing such roles as speechwriter, fundraiser, strategist and media coordinator, Morrison got more access to Cahill and his staff, giving Goldman a leg up on mandates to underwrite municipal bond offerings, the SEC said.

"From my standpoint as an advisor/consultant/friend I am saying, PLEASE don't give these (underwriter) slots away willy-nilly," Morrison once e-mailed a deputy treasurer in Cahill's office, according to the SEC. "You are in the fight of your lives and need to reward loyalty and encourage friendship."

The SEC said Goldman was able to participate in 30 Massachusetts bond offerings from which it should have been disqualified because of Morrison's activities.

Goldman did not admit wrongdoing in its agreement to settle with the SEC. At the time, it also settled a related case brought by Massachusetts Attorney General Martha Coakley.

The fine is small relative to the amount of business that Morrison may have generated for Goldman, said James Cox, a Duke University law professor. "What is significant is barring this guy from the securities industry for five years," he said.

FORMER TREASURER SETTLES

In April 2012, Cahill was indicted on charges that he misused $1.5 million in funds intended to promote the state lottery to boost his campaign prospects.

A mistrial was declared in December, and Massachusetts dropped the criminal case in March 2013 when Cahill admitted to violations of state ethics rules and accepted a $100,000 fine.

The case against Goldman and Morrison was part of a broader SEC crackdown on "pay-to-play" practices.

In 2010, the regulator adopted measures to target activities of investment advisers who seek out contracts to manage public pension plans and other investment accounts.

The SEC has recently also turned up the heat on the municipal bond market itself.

On Wednesday, it settled a fraud case in which it accused South Miami, Florida, of failing to disclose problems with the tax-exempt status of two bond deals to investors.

Earlier this month, the SEC settled a landmark fraud case against Harrisburg, Pennsylvania's capital city, in which it accused city officials of glossing over the city's financial problems in public speeches and presentations.

Lenovo says quarterly profit up 90 percent - Science News

Computer maker Lenovo Group said Thursday its latest quarterly profit rose 90 percent as sales of smartphones and mobile computing technology expanded.

Lenovo said it earned $127 million, or 1.22 cents per share, in the three months ending March 31. Revenue rose 4 percent over a year earlier to $7.8 billion.

Lenovo ranks a close second behind Hewlett-Packard Co. as the biggest maker of personal computer makers but growth in that market has slowed as consumers shift to mobile Web surfing on smartphones and tablets.

Lenovo said sales of desktop and laptop PCs both declined 2 percent to $2.4 billion and $4.2 billion, respectively, but still made up a combined 83 percent of its business.

Sales of smartphones and other mobile Internet and "digital home" products rose 74 percent to $736 million, accounting for 9 percent of revenue.

"We will focus our investments on the fast-growing tablet, smartphone and enterprise hardware areas, while working to enhance the profitability of our core PC business," said chairman Yang Yuanqing.

For its full fiscal year ending March 31, Lenovo's profit rose 34 percent to $635 million on a 15 percent rise in sales to a record $34 billion.

Lenovo, with headquarters in Beijing and in Research Triangle Park, North Carolina, entered the wireless Internet market in 2010. It has launched smartphones and Web-linked tablet computers to compete with Apple Inc. and South Korea's Samsung Electronics Corp.

The company said quarterly sales in North America, traditionally a weak area for Lenovo, rose 13 percent over a year earlier to $1.2 billion, accounting for 15 percent of the global total. It said its market share rose 1.8 percentage points to 9.3 percent.

In its home China market, quarterly sales rose 8 percent to $3.1 billion and revenue for mobile Internet products rose 74 percent.

After a slew of high-profile account hacks, Twitter has finally launched a two-step verification system to keep your account from falling into the wrong hands. Once enrolled, each time you sign in to Twitter.com you will be asked to enter a six digit verification number sent by SMS to your phone. If you don't have your number, you can't log in.

Existing accounts on other devices should still work, and when your Twitter account to other devices or applications, you'll visit your applications page to generate a temporary password to validate who you are. Users can set up the new account verification system starting today from their Twitter settings, and you'll need a verified phone number and email address. 

Two-step authentication is a good move (probably one Twitter should have adopted a while ago) and one that we heartily recommend. Bacterial spare parts filter antibiotic residue from groundwater

May 21, 2013 ? Researchers at University of Cincinnati have developed and tested a solar-powered nano filter that is able to remove harmful carcinogens and antibiotics from water sources -- lakes and rivers -- at a significantly higher rate than the currently used filtering technology made of activated carbon.

They report their results today at the 113th General Meeting of the American Society for Microbiology.

Vikram Kapoor, environmental engineering doctoral student, and David Wendell, assistant professor of environmental engineering, report on their development and testing of the new filter made of two bacterial proteins that was able to absorb 64 percent of antibiotics in surface waters vs. about 40 percent absorbed by the currently used filtering technology made of activated carbon. One of the more exciting aspects of this filter is the ability to reuse the antibiotics that are captured.

"The presence of antibiotics in surface waters is harmful in that it breeds resistant bacteria and kills helpful microorganisms, which can degrade aquatic environments and food chains. In other words, infectious agents like viruses and illness-causing bacteria become more numerous while the health of streams and lakes degrades," says Kapoor.

The newly developed nano filters, each much smaller in diameter than a human hair, could potentially have a big impact on both human health and on the health of the aquatic environment (since the presence of antibiotics in surface waters can also affect the endocrine systems of fish, birds and other wildlife).

The filter employs one of the very elements that enable drug-resistant bacteria to be so harmful, a protein pump called AcrB.

"These pumps are an amazing product of evolution. They are essentially selective garbage disposals for the bacteria. Our innovation was turning the disposal system around. So, instead of pumping out, we pump the compounds into the proteovesicles," says Kapoor

The operation of the new filtering technology is powered by direct sunlight vs. the energy-intensive needs for the operation of the standard activated carbon filter.

The filtering technology also allows for antibiotic recycling.

"After these new nano filters have absorbed antibiotics from surface waters, the filters could be extracted from the water and processed to release the drugs, allowing them to be reused. On the other hand, carbon filters are regenerated by heating to several hundred degrees, which burns off the antibiotics," says Kapoor.

The new protein filters are highly selective. Currently used activated carbon filters serve as "catch alls," filtering a wide variety of contaminants. That means that they become clogged more quickly with natural organic matter found in rivers and lakes.

"So far, our innovation promises to be an environmentally friendly means for extracting antibiotics from the surface waters that we all rely on. It also has potential to provide for cost-effective antibiotic recovery and reuse," says Kapoor.

The researchers have tested the solar-powered nano filter against activated carbon, the present treatment technology standard outside the lab, in water collected from the Little Miami River. Using only sunlight as the power source, they were able to selectively remove the antibiotics ampicillin and vancomycin, commonly used human and veterinary antibiotics, and the nucleic acid stain, ethidium bromide, which is a potent carcinogen to humans and aquatic animals.

Oil price down to near $96 as traders wait for Fed

The price of oil fell to near $96 per barrel Tuesday as investors waited for the Federal Reserve's latest views on the U.S. economy.

By early afternoon in Europe, benchmark crude for June delivery was down 60 cents to $96.11 a barrel in electronic trading on the New York Mercantile Exchange. The contract gained 69 cents to close at $96.71 on Monday.

On Wednesday, Fed chairman Ben Bernanke will appear before Congress and the central bank will release minutes of its most recent policy meeting. Traders will be looking for hints on what the Fed might be preparing to do in light of recent data that has pointed toward a sustained economic recovery.

There is ongoing speculation that the Fed might want to scale back or modify its super-loose monetary policy and its massive, $85 billion-a-month program of bond purchases intended to keep interest rates low and prop up the recovery.

"We hear some testimony from Big Ben Bernanke this week and we can only think that he's going to stick to his mantra. Meaning that he's status quo; the economy is moving along well, we would like to see it move faster, but we're doing all we can," said Carl Larry of Oil Outlooks and Opinions in an email commentary.

Investors will also be monitoring fresh information on U.S. stockpiles of crude and refined products.

Data for the week ending May 17 is expected to show draws of 1.2 million barrels in crude oil stocks and of 200,000 barrels in gasoline stocks, according to a survey of analysts by Platts, the energy information arm of McGraw-Hill Cos.

The American Petroleum Institute will release its report on oil stocks later Tuesday, while the report from the Energy Department's Energy Information Administration ? the market benchmark ? will be out on Wednesday.

Brent crude, a benchmark for many international oil varieties, was down 76 cents to $104.04 a barrel on the ICE Futures exchange in London.

In other energy futures trading on Nymex:

? Wholesale gasoline fell 2.9 cents to $2.8634 a gallon.

? Heating oil lost 1.28 cents to $2.9283 a gallon.

? Natural gas added 3 cents to $4.12 per 1,000 cubic feet.

Commissioner Roger Goodell says the NFL needs to move the draft from late April to May because of potential scheduling conflict at Radio City Music Hall, where the draft has been held every year since 2006.

According to Don Banks of SI.com, multiple team execs are opposed to the move.

?You?d be hard-pressed to find any football-side person in the league in favor of it,? an unnamed AFC G.M. told Banks.? ?Unless you consider having more time for draft preparation a benefit, more time for paralysis by analysis, there?s nothing to like. I?ve tried to think of one [positive], but I haven?t yet.?

One unnamed NFC executive doesn?t buy the excuse for the move.

?The league coming out and saying this is because of the Easter Bunny and the [Radio City Spring Spectacular] is almost embarrassing,? the unnamed executive told Banks.? ?This is the NFL.? You think we couldn?t get those dates or make something work if we really wanted to?? This is about moving the draft into May for [TV network] sweeps month.? I?d rather somebody be honest and come out and just admit that it?s about ratings and TV issues.? But I get it.? I suppose we all should be thankful in that everybody in the league benefits financially when the league has success from a TV perspective.?

The root of the consternation comes from the stubborn resistance to change demonstrated by coaches and football executives.

?We?re all creatures of habit in this league, and we like things the way they are,? the unnamed NFC club executive told Banks.? ?Anything new is not going to be popular.? We already have too much time to do draft analysis as is, and now maybe we?re going to have another three weeks of it?? Next week we actually start working on next year?s draft, but if the draft isn?t held until mid-May, that work doesn?t even begin until June.? And then it?s only late June or early July when things finally slow down.?

An unnamed NFL executive knows the fight is coming.

?The football ops people will raise hell,? the unnamed NFL exec said.? ?There are bunch of issues in play here, so don?t think that it?s done.? Coaches and front office executives aren?t going to like not having their hands on their new players for another two or three weeks.

?They?ll say, ?Hey, we need to get our hands on them and we need to coach them.? So this could wind up having an effect on some integrity of the game issues, and we need to listen to that. There?s a lot of ground to cover on this and there?s a long way to go.? This isn?t over at all.?

Still, it?s clear the NFL wants to nudge the draft into May.? Next year, it will happen; the only question is whether the draft starts on May 8 or May 15.? After the draft moves to May and the pro football world continues to spin, it?ll be easier for the league office to sell the teams on change moving forward.

Or, if need be, to force change upon them.

"It was devastating to see, but it was even worse flying in because I know all these streets," he said. "That little grocery store on the corner there is where we got our baseball cards. Where we got our gas for mowing lawns in the summer."

Lauer and Keith stood just a few blocks from where he grew up in town; the family moved to a farm a few miles away once he was almost out of junior high. He has a home in town, as do other members of his family. "There's a lot of places it could have come across, and this is where it came across," he said. "You just look at the devastation."

His son-in-law heard about the schools in town getting hit, and immediately jumped into action -- though there were some obstacles, Keith reported: While driving there his truck flipped over, he got electrocuted, put a nail in his foot and had a tunnel collapse on him. But he still made it in for the rescue effort.

As Keith says, the people of his town are "resilient."

"They are so prepared for it," he said. "They'll bounce back. Homes will start going up quick and they'll prepare for the next one."

Oklahoma Tornado News: Gov. Mary Fallin Says State Will Rebuild

MOORE, Okla. ? Helmeted rescue workers raced Tuesday to complete the search for survivors and the dead in the Oklahoma City suburb where a mammoth tornado destroyed countless homes, cleared lots down to bare red earth and claimed 24 lives, including those of nine children.

Scientists concluded the storm was a rare and extraordinarily powerful type of twister known as an EF5, ranking it at the top of the scale used to measure tornado strength. Those twisters are capable of lifting reinforced buildings off the ground, hurling cars like missiles and stripping trees completely free of bark.

Residents of Moore began returning to their homes a day after the tornado smashed some neighborhoods into jagged wood scraps and gnarled pieces of metal. In place of their houses, many families found only empty lots.

After nearly 24 hours of searching, the fire chief said he was confident there were no more bodies or survivors in the rubble.

"I'm 98 percent sure we're good," Gary Bird said at a news conference with the governor, who had just completed an aerial tour of the disaster zone.

Authorities were so focused on the search effort that they had yet to establish the full scope of damage along the storm's long, ruinous path.

They did not know how many homes were gone or how many families had been displaced. Emergency crews had trouble navigating devastated neighborhoods because there were no street signs left. Some rescuers used smartphones or GPS devices to guide them through areas with no recognizable landmarks.

The death toll was revised downward from 51 after the state medical examiner said some victims may have been counted twice in the confusion. More than 200 people were treated at area hospitals.

By Tuesday afternoon, every damaged home had been searched at least once, Bird said. His goal was to conduct three searches of each building just to be certain there were no more bodies or survivors.

The fire chief was hopeful that could be completed before nightfall, but the work was being hampered by heavy rain. Crews also continued a brick-by-brick search of the rubble of a school that was blown apart with many children inside.

No additional survivors or bodies have been found since Monday night, Bird said.

Survivors emerged with harrowing accounts of the storm's wrath, which many endured as they shielded loved ones.

Chelsie McCumber grabbed her 2-year-old son, Ethan, wrapped him in jackets and covered him with a mattress before they squeezed into a coat closet of their house. McCumber sang to her child when he complained it was getting hot inside the small space.

"I told him we're going to play tent in the closet," she said, beginning to cry.

"I just felt air so I knew the roof was gone," she said Tuesday, standing under the sky where her roof should have been. The home was littered with wet gray insulation and all of their belongings.

"Time just kind of stood still" in the closet, she recalled. "I was kind of holding my breath thinking this isn't the worst of it. I didn't think that was it. I kept waiting for it to get worse."

"When I got out, it was worse than I thought," she said.

Gov. Mary Fallin lamented the loss of life, especially the children who were killed, but she celebrated the town's resilience.

"We will rebuild, and we will regain our strength," Fallin said.

In describing the bird's-eye view of the damage, the governor said many houses were "taken away," leaving "just sticks and bricks, basically. It's hard to tell if there was a structure there or not."

From the air, large stretches of town could be seen where every home had been cut to pieces. Some homes were sucked off their concrete slabs. A pond was filled with piles of wood and an overturned trailer.

Also visible were large patches of red earth where the tornado scoured the land down to the soil. Some tree trunks were still standing, but the winds ripped away their leaves, limbs and bark.

In revising its estimate of the storm's power, the National Weather Service said the tornado had winds of at least 200 mph and was on the ground for 40 minutes.

The agency upgraded the tornado from an EF4 on the enhanced Fujita scale based on reports from a damage-assessment team, said spokeswoman Keli Pirtle. Monday's twister was at least a half-mile wide. It was the nation's first EF5 tornado of 2013.

Other search-and-rescue teams concentrated on Plaza Towers Elementary, where the storm ripped off the roof, knocked down walls and destroyed the playground as students and teachers huddled in hallways and bathrooms.

Seven of the nine dead children were killed at the school, but several students were pulled alive from under a collapsed wall and other heaps of mangled debris. Rescue workers passed the survivors down a human chain of parents and neighborhood volunteers. Parents carried children in their arms to a triage center in the parking lot. Some students looked dazed, others terrified.

Neither Plaza Towers nor another school in Oklahoma City that was not as severely damaged had reinforced storm shelters, or safe rooms, said Albert Ashwood is director of the Oklahoma Department of Emergency Management.

More than 100 schools across the state do have safe rooms, he said, explaining that it's up to each jurisdiction to set spending priorities.

Ashwood said a shelter would not necessarily have saved more lives at Plaza Towers.

"When you talk about any kind of safety measures ... it's a mitigating measure, it's not an absolute," he told reporters. "There's not a guarantee that everyone will be totally safe."

Officials were still trying to account for a handful of children not found at the school who may have gone home early with their parents, Bird said.

On the streets of Moore, evidence of the storm's fury stretched in every direction: Roofs were torn off houses, exposing metal rods left twisted like pretzels. Cars sat in heaps, crumpled and sprayed with caked-on mud. Insulation and siding was piled up against any walls still standing. Yards were littered with pieces of wood, nails and pieces of electric poles.

President Barack Obama pledged to provide federal help and mourned the death of young children who were killed while "trying to take shelter in the safest place they knew ? their school."

The town of Moore "needs to get everything it needs right away," he said Tuesday.

Moore has been one of the fastest-growing suburbs of Oklahoma City, attracting middle-income families and young couples looking for stable schools and affordable housing. The town's population has grown over the last decade as developers built subdivisions for people who wanted to avoid the urban problems and schools of Oklahoma City but couldn't afford pricier Norman, the college town next door.

Many residents commute to jobs in Oklahoma City or to Tinker Air Force Base, about 20 minutes away.

Call of Duty: Ghosts DLC will launch first on Xbox One

Despite its multiplatform status, Call of Duty is almost synonymous with Xbox. It's no surprise then, that Microsoft's new platform, the Xbox One, will be the first next-gen system to digest Call of Duty: Ghosts' DLC. This isn't unprecedented, of course -- the Xbox 360 also boasted a first-out-the-door policy with the series' DLC. Still, a big score for Microsoft, one significant enough to serve as the closing announcement of its Xbox One launch event. Activision Publishing CEO Eric Hirshberg went on to reveal the game's first official trailer, assuring fans that Ghosts would fun at a steady 60fps. Chinese premier visits India to boost ties

NEW DELHI (AP) ? Just weeks after a tense border standoff, China's new premier visited India on Sunday on his first foreign trip as the neighboring giants look to speed up efforts to settle a decades-old boundary dispute and boost economic ties.

China says Premier Li Keqiang's choice of India for his first trip abroad since taking office in March shows the importance Beijing attaches to improving relations with New Delhi.

"We think very highly of this gesture because it is our view that high-level political exchanges between our two countries are an important aspect and vehicle for our expanded cooperation," said India's external affairs ministry spokesman, Syed Akbaruddin.

Jasjit Singh, a defense analyst and director of the Center for Strategic and International Studies in New Delhi, said last month's border standoff was unlikely to overshadow Li's three-day visit, the first stop of a foreign tour in which he will also visit Pakistan, Switzerland and Germany.

Singh said Indian and Chinese leaders are likely to review border talks that have failed to produce a breakthrough despite 15 rounds of discussions over the past 10 years. The two sides also will probably discuss working together in Afghanistan after next year's U.S. pullout and cooperation with Southeast Asian countries, he said.

But tensions run high between the two nations. China already sees itself as Asia's great power, while India hopes its increasing economic and military might ? though still far below its neighbor's ? will eventually put it in the same league.

While China has worked to shore up relationships with Nepal and Sri Lanka in India's traditional South Asian sphere of influence, India has been venturing into partnerships with Southeast Asian nations.

Other irritants remain in the bilateral relationship. China is a longtime ally and weapons supplier to Pakistan, India's bitter rival. Also, the presence in India of Tibetan spiritual leader the Dalai Lama and the self-declared Tibetan government-in-exile is a source of tension. China accuses the Dalai Lama of wanting to split Tibet off from the rest of China, but he says he seeks more autonomy for Tibetans, not independence.

Unresolved border issues between the two nations have flared as well.

In last month's incident, India said Chinese troops crossed the countries' de facto border on April 15 and pitched camp in the Depsang valley in the Ladakh region of eastern Kashmir. New Delhi responded with diplomatic protests and then moved its soldiers just 300 meters (yards) from the Chinese position.

The two sides negotiated a peaceful end to the standoff by withdrawing troops to their original positions in the Ladakh area.

Gautam Bambawale, a senior external affairs ministry official, said Saturday that India and China are negotiating a Border Defense Cooperation Agreement, but declined to give details. Indian media reports said the agreement proposes a freezing of troop levels in the disputed border region as the two countries make efforts to settle the issue.

Bambawale also said Indian and Chinese officials recently held talks in Beijing on the future of Afghanistan. China, India and Russia have discussed the matter trilaterally with the idea of giving full support to Afghanistan's government as it makes the transition following the withdrawal of U.S. forces in 2014.

Li was to meet with Indian Prime Minister Manmohan Singh later Sunday and attend a dinner hosted by Singh.

Delegation-level talks between the two sides are scheduled for Monday. Li is to attend a business summit in Mumbai, India's financial capital, among other activities.

The border spat last month prompted the Indian opposition and media to pressure the government to take on China and call off Li's visit. The government, however, chose to go ahead with the trip, highlighting its policy of trying to widen areas of cooperation with China while attempting to resolve key differences.

China has become India's biggest trading partner, with two-way trade jumping from $5 billion in 2002 to nearly $75 billion in 2011, although that figure declined to $61.5 billion last year because of the global economic downturn. Trade remains heavily skewed in China's favor, another source of concern for India.

India and China have had chilly relations since they fought a brief but bloody border war in 1962.

India says China is occupying 38,000 square kilometers (15,000 square miles) of its territory in the Aksai Chin plateau in the western Himalayas, while China claims around 90,000 square kilometers (35,000 square miles) in India's northeastern state of Arunachal Pradesh.

Dorjee Tseten, director of Students for a Free Tibet, said Sunday that New Delhi police had declined permission for Tibetans to hold a demonstration against Li's visit.

"Tibetan activists are currently on the run evading imminent police arrest," he said in a statement, complaining of a heavy police presence in a New Delhi area where a large number of Tibetans-in-exile live.

Police detained a Tibetan man as he tried to burn the Chinese flag near China's embassy in the Indian capital.

Police, however, allowed about two dozen members of Shiv Sena, a Hindu right-wing political party, to demonstrate near India's Parliament, where they burned an effigy of the Chinese premier.

"Go back, go back," chanted the protesters, who also carried placards urging the Indian government to respond toughly to China's alleged border incursion. The powerful regional party held power in Mumbai from 1995 to 2000.

New salt study: We're still drowning in salt

New salt study: Despite warnings from the CDC, most producers of fast foods and processed foods didn't lower the salt content in their foods between 2005 and 2001, say researchers.

Despite recent calls for food manufacturers to cut back on salt in their products, sodium levels in processed and restaurant foods have changed little in recent years, a new salt study suggests.

The study, conducted by the advocacy organization Center for Science in the Public Interest, reviewed the sodium content of 402 processed foods sold at supermarkets, and 78 fast foods sold at chain restaurants.

Between 2005 and 2011, the sodium content of processed foods declined, on average, by 3.5 percent, and the sodium content of fast foods increased by 2.6 percent. Both of these changes were so small that they could have been due to chance, said study researcher Dr. Stephen Havas, a professor of preventive medicine at Northwestern University Feinberg School of Medicine.

Currently, 9 in 10 Americans eat too much salt, according to the Centers for Disease Control and Prevention. The government recommends people limit their salt intake to 2,300 milligrams per day. (For those who are 51 years or older, African-American, have high blood pressure, diabetes or chronic kidney diseases, the recommendation is 1,500 mg per day.)

"That?s nearly impossible for people to do right now, given how much salt is in restaurant and processed foods," Havas said. The average American takes in about 3,300 milligrams of sodium per day. Too much sodium in the diet raises blood pressure, which is a risk factor for heart disease and stroke, the CDC says.

Overall, the amount of salt we consume from processed and fast foods needs to decline by at least 50 percent to have benefits for people's health, Havas said. (Most of the salt we consume is through processed and fast foods, and not from a salt shaker, the researchers say.)

The new findings suggest that change happens too slowly when the food industry is asked to voluntarily reduce the sodium content of its foods, Havas said. Instead, the Food and Drug Administration should take steps to limit the amount of sodium allowed in different categories of food, he said.

High sodium foods

Some of the saltiest foods in the study were smoked bacon (1,803 mg of sodium per 100-gram serving), Caesar salad dressing (1,079 mg) and hot dogs (927 mg).

And a fast food meal of chicken strips and fries contained, on average, 1,239 mg of salt in 2011.

The study did not include products labeled as low sodium or sodium-free because the intent of the study was to focus on regular foods that had ample opportunity to reduce sodium levels between 2005 and 2011.

The researchers found wide variation in sodium levels in fast food. For instance, a medium serving of Burger King french fries had nearly twice the sodium as a medium serving of McDonald's french fries (670 mg versus 270 mg per 100 g serving).

A billion dollars for a company with a massive, young, ad-averse, GIF-swapping user base and an open disdain for revenue?Yahoo's shareholders are probably a little puzzled, if they aren't prima facie dazzled by how often Tumblr is characterized as "cool" and "young"?that demographic elixer Yahoo will now try to vampire-suck out of Tumblr. Cool, cool, cool, young, young, so young.

Tumblr's investors won't be so dazzled, as they were hoping for a hell of a lot more than a billion dollars. Then again, these same investors poured millions into a company that, as mentioned, never made making money a priority?Tumblr should consider itself lucky to have this deus ex Marissa Mayer, the ultimate bail-out.

So, it's not ideal for either party, but that's Yahoo in 2013. It's a little sad and a little confusing, but the two deserve each other. This is the internet acquisition equivalent of two tired, slightly desperate lovers exchanging leers from opposite sides of the bar, shrugging, and going home together. This is a Sure, why not, deal.

Still, no clues for the following questions:

A) What is Yahoo going to do with Tumblr in a way that justifies that giant price tag?

B) Will Tumblr have to start making money now?

C) What will Yahoo do with all of the porn and cutting?

D) Is this the end of the road for unpopular boy king David Karp, who for the first time in his career will have to be accountable to grownups? If not now, then soon?we're told he's been alienating his peers for years, gaining distrust instead of revenue, and earning a reputation as a startup headache. These things don't go down well with the WWW old guard.

We'll be at Yahoo's Manhattan announcement on Monday, but don't expect any big answers to the above?we don't suspect Yahoo even has them. The last we heard, Tumblr's employees will be called to hastily scheduled meetings Monday morning?rooms filled with dread and relief.

They warned that unmanned aircraft carrying cameras raise the specter of a ?significant new avenue for surveillance of American life,? as Christopher Calabrese, legislative counsel for the American Civil Liberties Union, characterized it for lawmakers Friday.

?Many Americans are familiar with these aircraft ? commonly called drones ? because of their use overseas in places like Afghanistan and Yemen. But drones are coming to America,? he said.

Recent legislation requires the Federal Aviation Administration to ?develop a comprehensive plan to safely accelerate the integration of civil unmanned aircraft systems into the national airspace system.?

At the same time, the technology ?is quickly becoming cheaper and more powerful,? which has accelerated interest in deploying drones among police departments, Mr. Calabrese pointed out in testimony before the House Judiciary Subcommittee on Crime, Terrorism, Homeland Security, and Investigations.

The problem, he warned, is that ?our privacy laws are not strong enough to ensure that the new technology will be used responsibly and consistently with constitutional values.?

So as drones proliferate, so too does the ?specter of routine aerial surveillance in American life,? he argued, ?a development that would profoundly change the character of public life in the United States.?

Is it really that dire, though, lawmakers wondered? After all, police departments in major metropolitan areas routinely use manned helicopters to search for criminals on the run, launch rescue operations, and fight wildfires.

What?s more, these manned aircraft are routinely equipped with far more powerful cameras than domestically-used drones.

?Drones can be employed in an endless variety of civilian applications, the overwhelming majority of them beneficial,? noted John Villasenor, a fellow in government studies at the Center for Technology Innovation at the Brookings Institution, in testimony before the committee.

Plus, in a time of fiscal constraint, drones are cheaper. For instance, after trying for months to cobble together enough money to buy a $25 million turbine engine helicopter, the Grand Forks, N.D., police department ultimately turned to drones as a lower-cost alternative.

But the low-cost of drones may also be part of the problem, Calabrese argued. In the past, because manned aircraft are costly to buy, operate, and maintain, ?this expense has always imposed a natural limit on the government?s aerial surveillance capability,? he said.

Now, the prospect of cheap, small drones equipped with video surveillance ?threatens to eradicate existing practical limits on aerial monitoring and allow for pervasive surveillance, police fishing expeditions, and abusive use of these tools in a way that could eventually eliminate the privacy Americans have traditionally enjoyed in their movements and activities,? he warned.

?Now that surveillance can be carried out by unmanned aircraft, this natural limit is eroding.?

Belmont Stakes: Oxbow vs. Orb in the cards

BALTIMORE (AP) ? Another year, another Triple Crown hopeful unable to come through.

After Oxbow upset Kentucky Derby winner Orb in Saturday's Preakness to extend racing's Triple Crown drought to 36 years, the next best alternative for the Belmont Stakes is a rematch.

And, it appears one is in the making. Both trainers are giving every indication their classic-winning colts will run in the Belmont on June 8.

"You know me," Hall of Fame trainer D. Wayne Lukas said after Oxbow's 1 ?-length victory over Itsmyluckyday, with 3-5 favorite Orb finishing fourth. "I like to rack them up in the big events. So, I'll probably go."

Trainer Shug McGaughey says he'd like to run Orb in the Belmont as long as the colt is doing well.

"The Belmont Stakes is on our radar screen," McGaughey said Sunday after arriving back at Belmont Park and checking on his Derby winner, who was vanned back earlier in the day.

After a talk with Orb's owners Ogden Mills "Dinny" Phipps and Stuart Janney III, McGaughey said, "We just all came to the conclusion that we should just watch Orb and see. I think everything is in good shape. We'd like to run.

"But yesterday took a little bit out of him and he's already run five times this year and it's only the middle of May. I'd sure like to have him fresh for Saratoga and a Jim Dandy/Travers kind of a go."

A year ago, there was great anticipation for a Triple try after I'll Have Another won the Derby and Preakness, but the colt was scratched the day before the Belmont because of a tendon injury.

The most recent of 20 rematches between classic winners in the Belmont was two years ago, with Derby winner Animal Kingdom and Preakness winner Shackleford hooking up ? but 24-1 long shot Ruler On Ice pulled the upset.

Hours after Oxbow's win at 15-1 odds gave Lukas his record 14th Triple Crown race win ? and sixth Preakness ? the trainer and his colt where on the road back to Churchill Downs.

If both show up for the 1? -mile Belmont, a formidable lineup of challengers could be waiting. Todd Pletcher has five possible starters: Derby runners Revolutionary (third), Overanalyze (11th) and Palace Malice (12th), as well as a pair of fillies in Dreaming of Julia and Unlimited Budget.

Other possibles include Derby runner-up Golden Soul, Mylute (fifth in the Derby, third in the Preakness), Freedom Child, Power Broker and Code West.

McGaughey was disappointed he couldn't follow up his first Derby win with his first Preakness win, but said, "Winning the Derby was my lifetime dream and we won it. I would have loved to have won yesterday and taken it to the next level."

Lukas, meanwhile, won his first Triple Crown race since 2000, when Commendable won the Belmont. Since that win, Lukas was 0-for-31 in 22 Triple Crown races before Saturday.

"I still enjoy doing this so much," he said. "I don't wake up every day anymore trying to prove I can train a racehorse. When you're younger, you keep trying to prove yourself. I'm very comfortable with where I'm at."

Oxbow, ridden by Hall of Famer Gary Stevens, took the lead just after the start and led every step of the way. Orb never seemed to get into his long-striding running style after leaving from the inside No. 1 post and didn't make a serious run for the lead.

The winning time of 1:57.54 was the slowest since 1961, when Carry Back won in 1:57.60. No matter, it gave Stevens his third Preakness win to go along with his three Derby and three Belmonts wins. Not bad for a guy coming back after a seven-year retirement.

"I can't say that we thought we were going to win," the 50-year Hall of Fame rider said, "but we knew we had a chance to win."

The win was a big one for Calumet Farm, too, the iconic stable being revitalized by new owner Brad Kelley. The stable that produced Triple Crown champions Whirlaway in 1941 and Citation in 1948 won its first classic since Forward Pass took the Preakness in the 1968.

"They're all special because they were with a different client," Lukas said when asked to compare his Preakness wins. "The key is to get one every once in a while for the new guy. We've got a new guy in Brad Kelley at Calumet. And to know he was watching at home and put Calumet, who we all know that name, back on the front pages of the racing publications is very special."

House bill to have more stringent immigrant controls: aides

WASHINGTON (Reuters) - A bipartisan plan brokered in the House of Representatives will be tougher on illegal immigrants living in the United States than a Senate counterpart, congressional aides said on Friday.

But it fails to address the difficult issue of how many low-skilled foreign workers should be allowed into the country.

Late on Thursday, the eight Republican and Democratic House negotiators working on an immigration bill announced that they had successfully wrapped up a four-year effort and had hammered out a tentative deal.

Republican Representative Mario Diaz-Balart of Florida, one of the negotiators, told reporters on Friday that he was "confident" that the deal will get a full airing in the House Judiciary Committee that has oversight of immigration policy.

Many Republican members of that panel are opposed to moving a comprehensive bill and instead want to take smaller steps to further bolster U.S. borders against illegal crossings and to improve access for foreign high-skilled workers.

While the lawmakers themselves refused to discuss details, which will be translated into legislative language over the next week or two, some congressional aides familiar with the plan sketched out bits of the agreement on Friday.

According to those aides, the House measure, as expected, will set a 15-year path to citizenship for the approximately 11 million undocumented residents, many of whom have been in the United States for years and are raising families here.

The Senate bill, which is now being debated in that chamber's Judiciary Committee, sets a 13-year time frame.

Like the Senate bill, those illegal immigrants who are serving in the military or who were brought over the border as children with their parents, would be put on a faster path to citizenship. But details were not available.

The Service Employees International Union said the tentative deal showed that momentum for immigration legislation was building. Eliseo Medina, secretary-treasurer of the 2.1 million-member union, added that it was "the responsibility of the House leadership to ensure this bipartisanship continues."

UNRESOLVED DISPUTE

Congressional aides confirmed that the negotiators failed to agree on one of the most contentious issues in immigration reform efforts: the future flow of workers from abroad that American firms want to hire as construction workers, hotel maids, waiters and for other low-skilled jobs.

Instead, if and when a comprehensive immigration bill reaches the full House, Democrats and Republicans will offer competing amendments to try to resolve the matter, according to aides. Republicans control the House by a narrow majority.

The bill in the Democratic-controlled Senate relies on a low-skilled worker program that was worked out by the U.S. Chamber of Commerce and the AFL-CIO labor organization.

That deal has been criticized by some business interests as providing too few slots for foreign workers hoping to apply for American construction jobs. Labor unions have been pushing hard for stringent controls, saying a flood of foreign workers would displace domestic job-seekers.

Aides said that the House deal also would be more stringent than the Senate bill by requiring the Department of Homeland Security (DHS) to achieve new border security measures before the 11 million undocumented immigrants could begin moving into legal status.

The Senate effort requires DHS to pursue tough border security measures. But the 11 million would be able to move almost immediately to temporary legal status.

However, in at least one area, the House measure might be viewed as more progressive than the Senate bill, according to an aide.

"People will find the family reunification (provision) is better under the House plan than the Senate plan," the aide said. Like the Senate bill, the House deal eliminates an avenue for siblings living abroad to win visas.

But the aide said the House bill will grant more leeway than its Senate counterpart on granting visas to adult offspring of U.S. residents.

One of the last areas of disagreement among the House negotiators had to do with whether newly legalized residents would be able to participate in President Barack Obama's healthcare law.

Republicans want to include a provision specifying that they would have to buy their own health insurance.

It was not yet clear how that dispute was worked out.
