Union issues strike notice at ICBC

The union representing workers at ICBC has issued 72-hour strike notice.

But job action will start slowly, with a ban on overtime starting July 6, according to COPE 378 vice-president Jeff Gillies.

He said the union will give at least 48 hours warning of any further escalation in the job action.

"This is about implementing what we?ve said all along will be a series of prudent, targeted job actions that will put pressure on ICBC and the government without hurting B.C. drivers,? Gillies said.

Unionized ICBC workers previously voted 87 per cent to provide the strike mandate to back contract demands.

COPE initially wanted five per cent pay raises for each of 2012 and 2013 but has since trimmed that request.

It now wants a four-year deal providing cost-of-living adjustments in each year, plus an extra two per cent in each of the final two years.

ICBC has proposed a five-year contract with no pay hikes.

The union argues the provincial government has used ICBC as an ATM ? siphoning $1.2 billion in surpluses out of the public auto insurer over five years ??and therefore money is available to fund higher wages.

The Labour Relations Board issued an interim order requiring some of ICBC's 4,600 workers to continue to work in areas of claims, driver licensing, insurance and information to maintain essential services.

ICBC officials have said they have no mandate from the province to bargain on monetary issues pending a provincial review of ICBC's operations.

"We are committed to reaching a collective agreement with our unionized workers," an ICBC spokesman said in a statement.

Abstract

College musicians encounter health risks not dissimilar to those of professional musicians. Fifteen collegiate instrumental musicians participated in the intervention program of yogic-breathing and muscle-strengthening and flexibility exercises for 8 weeks. Pre- and post-intervention data from the Health-Pain-Injury Inventory (HPI) and the Physical & Musical-Performance Efficacy Assessment Survey (PME) were analyzed for the effects of the program on the musicians' physical and musical-performance efficacy. HPI results showed that the majority of our sample had healthy lifestyles and minimal pain and injuries but irregular eating and exercise habits. The pre-intervention PME data showed a high level of musical efficacy (i.e., awareness of music technique, tone, and flow) but a low-level of physical efficacy (i.e., awareness of posture, tension, and movement flexibility). Post-intervention data showed that the program improved physical efficacy by increased awareness of posture and tension. In 2 volunteer musicians, kinematics motion analysis was conducted for exploratory purposes. Our cellist played the scale using a larger range of motion (ROM) in right shoulder flexion and abduction and slightly increased rotation while keeping decreased right elbow ROM after the intervention program. The flutist shifted the body weight from one foot to the other more in the second playing post-intervention. These changes can be attributed to the increased physical efficacy that allowed freedom to express musicality. Findings from these case scenarios provide empirically based hypotheses for further study. We share our experience so that others may use our model and instruments to develop studies with larger samples.

These?senior political figures from Kabul were frank with their appraisal of the current situation, confessing that they had to make efforts to improve the security situation as well as ease of doing business.

?Despite high level of return on investments and our efforts and measures to create enabling environment for investment, one of the major factors, which has significant impact on the level of investor interest in Afghanistan, is concern over security. While it?s true that there are certain areas in Afghanistan where security situation is no ideal, we should remember that these areas represent a small part of the country,?? said Mr. Rassoul.

Mr. Ahady acknowledged Afghanistan?s low ranking in the World Bank?s Doing Business Indicators (DBI) and complaints about business climate getting affected by administrative obstacles.

(AP) ? President Barack Obama's health care overhaul is on the way to its ultimate jury: the families, doctors, business people and state officials who'll have to grapple with the confusing details while striving to fulfill its promise.

With the Supreme Court hurdle cleared, open enrollment for millions now uninsured is scheduled to begin 16 months from now, in October 2013. Much of the health care industry is ready. People who do have insurance won't have to worry about the loss of popular new benefits, such as coverage for young adult children or improvements to Medicare's prescription plan.

And, starting in 2014, insurance companies will no longer be able to turn away people with a history of medical problems, or charge them more.

But carrying out the law will be a mad scramble for states, especially Republican-led ones where officials had hoped this day wouldn't come. And the court added a new complication by giving individual states more leeway to turn down the law's expansion of Medicaid, expected to provide coverage to about 16 million uninsured people.

After the ruling, chances of repealing the entire law appear much slimmer for Republicans, although they will again make it an election rallying cry. However, a targeted repeal strategy aimed at individual components of the law including cost controls, taxes and spending cuts, may still work.

At the White House, Obama repeated his promise that the Affordable Care Act will both deliver health insurance and help get a handle on growing costs. But the glow of victory may be brief. Even some supporters of the law candidly admit it's only a first installment ? a way to get most of the population covered before tackling costs forcefully. Wrenching choices about Medicare and Medicaid cuts could come as early as next year.

Thursday's decision moves the United States closer to other economically advanced countries that for years have guaranteed health insurance to their citizens.

The law's controversial mandate that individuals have health insurance or pay a fee ? upheld by the court on Thursday ? will affect relatively few people, because more than eight in 10 Americans already have coverage. But employers with 50 or more workers will face fines if they don't provide insurance for employees.

The law is expected to extend coverage to about 30 million of the estimated 50 million uninsured. Illegal immigrants will represent a large share of those still without coverage, but 90 percent of citizens and legal residents will have insurance.

The focus now quickly shifts from Washington to the states.

While health insurers, big hospitals and major employers have spent the last two years planning and carrying out the law, states are all over the lot.

Although they are expected to play a crucial role in delivering insurance to their residents, only 14 states, plus Washington D.C., have actually adopted a plan for doing so. Hoping the law would be overturned, Republican governors and legislatures have resisted setting up new insurance markets that are a linchpin of the legislation, and that could turn into a problem for the whole country.

The National Association of Insurance Commissioners expects only about half the states to be ready to set up new health insurance markets, slated to open for business on Jan. 1, 2014.

If states aren't ready, the law calls for Washington to step in and run things. Health and Human Services Secretary Kathleen Sebelius says the feds are ready to do that.

State plans for the markets ? called exchanges ? are due to the federal government this fall. Washington will run the exchanges in states that lag behind. The new Internet-based markets are supposed to provide one-stop shopping for health insurance, steering middle-class households to private plans and low-income people to an expanded version of Medicaid, the federal-state program for the poor and disabled.

But the court added a new wrinkle, ruling that states cannot be threatened with the loss of their entire Medicaid allotments if they refuse to carry out the expansion, which is geared largely to helping uninsured low-income adults. Under the law, the federal government will pick up all of the cost for the first three years, eventually dropping to a 90 percent share.

Matt Salo, head of the National Association of State Medicaid Directors, said it's too early to tell what states will do.

"This opens up what was a mandate into a state option, and states are going to have to think very, very carefully as they weigh all the political, policy and fiscal ramifications of the decision," Salo said.

States that turn down the money will still be stuck with the cost of treating uninsured patients in hospital emergency rooms. States that accept the money may be on the hook if Washington later decides to reduce the generous federal matching funds for the expansion.

"What this really means is the decisions are going to be made after the elections this year," said Wisconsin's health secretary, Dennis G. Smith, whose state has not moved to put the law in place. "This is going to go back to Congress. We had always thought (the law) was unworkable, and today's ruling proves the point even more."

Aside from help for low-income and uninsured people, the Supreme Court decision also means an expanded safety net for all Americans. Starting in 2014, insurance companies will not be able to deny coverage for medical reasons, nor can they charge more to people with health problems. Those protections, now standard in most big-employer plans, will be available to all, including people who get laid off, or leave a corporate job to launch their own small business.

Seniors stand to receive better Medicare coverage for those with high prescription costs, and no copayments for preventive care. But hospitals, nursing homes, and many other service providers may struggle once the Medicare cuts used to finance the law really start to bite.

The health insurance industry's top lobbyist said the ruling relieved one big concern for insurers ? that the mandate would be struck down, allowing people to buy coverage literally on the way to the hospital. But the companies are still worried about costs.

"Without universal participation you have no incentive to purchase coverage until you are sick, and that is not an insurance system," said Karen Ignagni, president of America's Health Insurance Plans. "Now it's time to turn all the attention toward affordability." The industry continues to fight taxes and other requirements in the law.

In contrast to the states, the nation's vast health care industry is better prepared. When the law passed in 2010, insurers, hospitals and major employers immediately went to work to carry it out. Some of the changes called for in the law were already being demanded by employers trying to get better value for their health insurance dollars.

"The factors driving health care reform are not new, and they are not going to go away," said Dr. Toby Cosgrove, CEO of the Cleveland Clinic. "We know we have to take costs out of the system and improve quality."

The shoes come in two colors: black and burgundy. The Straw Hat logos on the sneakers were painted with luminescent paint, so the shoes will glow in the dark. 1. Clean it frequently. People have become more engrossed with their work nowadays that they leave things at home in disarray and only get to attend to them when they show signs of disintegration. So, regularly sweeping your floors will definitely help them last longer.

2. Wipe spillage immediately. Spilling is not unheard of. Every so often, someone in your household is going to spill something. Whether it be your baby-who can be forgiven immediately just because they are so cute, or your husband-who you would find harder to forgive because he has left a permanent dent on your Karndean flooring. The point is that it happens and the remedy is simple: mop the mess pronto and do not wait until it leaves an ugly stain that will have you reeling every time you pass by it.

3. Use felt pads on your furniture. It is a known fact that you do move your furniture when you clean, right? The thing about cleaning is that people tend to drag instead of lift. Now, dragging is very harmful to your floor. It can leave unsightly marks that cannot be removed just by scrubbing it off until your fingers bleed. Felt pads were invented to prevent this catastrophe. So, put them underneath the feet of your furniture and rest assured you can breathe easier the next time someone attempts to drag a chair or a child smashes into it while playing.

4. Apply a new coating. This would actually depend on how heavily used your floor would be. But if the time would come that your floor looks like it would need a facelift so that it would still look shiny and new, be generous and tend to its needs.

Now that you are armed with these tips, go ahead and start scrubbing and cleaning for the betterment of your flooring.

At a hearing this morning in Rockville, Maryland, a Montgomery County Circuit Court granted an emergency motion on behalf of attorney/blogger Aaron Walker. The effect of the ruling will permit Walker to resume writing and speaking about convicted terrorist bomber Brett Kimberln.

Judge Nelson W. Rupp Jr. presided over today?s hearing, with attorneyReginald W. Bours III?representing Walker, who did not attend the hearing at Judicial Center in Rockville. In a brief telephone interview, Walker said that Kimberlin filed a counter-motion that did not address the First Amendment legal issues at stake, but rather ?made a bunch of new accusations? against Walker.

It is important to note that Judge Rupp?s ruling only temporarily permits Walker to speak and write about Kimberlin, pending a July 5 hearing in Maryland state appeals court. Walker is appealing a May 29 ruling by Montgomery County District Court Judge C.J. Vaughey that granted a peace order sought by Kimberlin against Walker.

Walker said he plans to file a report on today?s hearing at?his blog, Allergic to Bull. A Virginia attorney, Walker has become the center of national attention since May 17, when he published a 28,000-word blog post entitled, ?How Brett Kimberlin Tried to Frame Me for a Crime (And How You Can Help!).? Walker?s post highlighted Kimberlin?s?long-running efforts harass and intimidate bloggers who had written about Kimberlin?s criminal history.

Breitbart News contacted the Prince William County, Virginia police department to confirm the swatting. A dispatcher affirmed that police were called to the home of Mr. Walker based on a fraudulent 911 call. The individual did not take the call and could not disclose any details of the call?s content but immediately confirmed that Mr. Walker had been swatted.?

The swatting occurred hours after Walker?s hearing. A judge had modified a previous ruling that prohibited Mr. Walker from exercising his right to free speech.?

Walker told Breitbart News that he was home with his wife this evening at approximately 6:00pm when there was a ?pretty insistent? knock at his door. Walker answered to find about six police cars in the street and two officers taking positions against the wall with M4 rifles. Since he was aware of the previous swattings of Patrick ?Patterico? Frey, Erick Erickson, and Mike Stack, Mr. Walker asked the police if someone had called and claimed he had killed his wife, and police confirmed that that was the case.

In a statement to Breitbart News, Walker said,??This is obviously very upsetting but my wife and I are fine. Whoever did this had the intent to put our lives in danger.?

Testosterone-replacement therapy improves symptoms of metabolic syndrome

ScienceDaily (June 25, 2012) ? Hormone-replacement therapy significantly improved symptoms of metabolic syndrome associated with testosterone deficiency in men, a new study from Germany finds. The results will be presented June 25 at The Endocrine Society's 94th Annual Meeting in Houston.

Metabolic syndrome comprises a cluster of complications that can increase the risk of heart and blood-vessel disease as well as type 2 diabetes. These complications include excess body weight, especially around the waist and torso, and abnormal concentrations of fat in the blood, known as lipids. In particular, patients with metabolic syndrome have high blood levels of the so-called bad fats, or triglycerides and low-density lipoproteins, and insufficient amounts of the healthy fats known as high-density lipoproteins. In addition, they often have high blood pressure and sugar, or glucose, levels.

Previous research has linked metabolic syndrome to testosterone deficiency, which can cause decreased muscle and bone mass, depression, low energy, and decreased sex drive and ability. In addition, testosterone deficiency is also associated with the individual symptoms of metabolic syndrome, even when they are present without the other complications.

"When indicated, testosterone treatment is both essential and safe in elderly patients with symptomatic late onset hypogonadism, or testosterone deficiency," said study lead author Aksam A. Yassin, M.D., Ph.D., Ed.D., chairman of the Institute of Urology & Andrology in Norderstedt-Hamburg, Germany. "Further analysis is needed to confirm if our findings are due to a direct effect of restoring physiologic testosterone levels."

Specifically, investigators found that the prevalence of metabolic syndrome dropped from 56 to 30 percent after 57 months of treatment with testosterone-replacement medication to regulate hormone levels. In addition, triglycerides, and levels of blood sugar and pressure significantly decreased, while the average waist circumference shrank by 11 centimeters.

Beginning in 2004, investigators collected data from 261 patients with late-onset hypogonadism, characterized by both low testosterone levels and sexual dysfunction, at three centers in Germany. Patients received 1,000 milligrams of a long-acting testosterone drug, called undecanoate, on the first day of the study, at week six, and then every three months. At each visit, patients underwent testing of hormone levels, blood-sugar and lipid concentrations, and blood pressure. Average follow-up was four and a quarter years.

"We hypothesized that long-term testosterone improves metabolic syndrome, and found that this intervention improved all three components of obesity, including waist circumference, weight, and body-mass index; diabetes control; poor lipids profile; and blood pressure," Yassin said. To determine the presence of metabolic syndrome among study participants, investigators used the definition from the International Diabetes Federation. Participants were diagnosed with the syndrome if they displayed central-body obesity combined with two other risk factors. These included elevated triglycerides levels, decreased high-density lipoproteins, high blood pressure, and excessive blood-sugar concentrations.

US orders airlines to restore restroom oxygen

Federal aviation officials will order airlines to put oxygen systems back in jet restrooms, reversing a decision last year to remove them because of fears that terrorists could use them to start a fire during flight.

The Federal Aviation Administration said Monday that restoring the oxygen systems over the next three years will "eliminate a hazard that could jeopardize flight safety." The new equipment is supposed to be harder to tamper with, although federal officials haven't yet approved any designs.

The rule covers about 5,500 planes and will cost airlines $44.2 million to comply, the FAA estimates.

Supplemental oxygen systems on planes often use chemical reactions to produce oxygen for masks that passengers can use to breathe if the plane loses cabin pressure.

The FAA posted the new rule online and plans to publish it in the Federal Register on Tuesday.

In February 2011, the FAA quietly told airlines to drain or remove the oxygen systems. It publicly disclosed the order a month later. The FAA said notifying the public before the systems were disabled was "contrary to the public interest," suggesting it feared tipping off terrorists to the possibility of using an oxygen system in an attack.

At the time, the FAA described the 2011 order as temporary but said it might take two to four years to devise new oxygen systems that weren't vulnerable to tampering.

An advisory group recommended that new chemical oxygen generators be tamper-resistant or installed in a place where ? unlike a closed lavatory ? anyone attempting to tamper with the devices would be working in plain view. The FAA said no design retrofits have been approved, but it pushed ahead with the new requirement anyway.

The FAA had planned to require new oxygen systems within 24 months, but it extended that to 37 months after aircraft makers Boeing and Airbus and several airlines including United, Delta, American and Southwest asked for more time, noting the lack of approved replacement systems and the number of planes involved.

The FAA had estimated that removing or disabling the systems would cost $935,000. In Tuesday's notice, it will put the cost of restoring them at $44.2 million. Installing new oxygen systems will take 12 times as much labor and $6,000 in parts per plane compared to no new parts to disable or remove the systems a year ago.

Significant sea-level rise in a two-degree warming world

ScienceDaily (June 24, 2012) ? Sea levels around the world can be expected to rise by several metres in coming centuries, if global warming carries on. Even if global warming is limited to 2 degrees Celsius, global-mean sea level could continue to rise, reaching between 1.5 and 4 metres above present-day levels by the year 2300, with the best estimate being at 2.7 metres, according to a study just published in Nature Climate Change. However, emissions reductions that allow warming to drop below 1.5 degrees Celsius could limit the rise strongly.

The study is the first to give a comprehensive projection for this long perspective, based on observed sea-level rise over the past millennium, as well as on scenarios for future greenhouse-gas emissions.

"Sea-level rise is a hard to quantify, yet critical risk of climate change," says Michiel Schaeffer of Climate Analytics and Wageningen University, lead author of the study. "Due to the long time it takes for the world's ice and water masses to react to global warming, our emissions today determine sea levels for centuries to come."

Limiting global warming could considerably reduce sea-level rise

While the findings suggest that even at relatively low levels of global warming the world will have to face significant sea-level rise, the study also demonstrates the benefits of reducing greenhouse-gas emissions. Limiting global warming to below 1.5 degrees Celsius and subsequent temperature reductions could halve sea-level rise by 2300, compared to a 2-degree scenario. If temperatures are allowed to rise by 3 degrees, the expected sea-level rise could range between 2 and 5 metres, with the best estimate being at 3.5 metres.

The potential impacts are significant. "As an example, for New York City it has been shown that one metre of sea level rise could raise the frequency of severe flooding from once per century to once every three years," says Stefan Rahmstorf of the Potsdam Institute for Climate Impact Research, co-author of the study. Also, low lying deltaic countries like Bangladesh and many small island states are likely to be severely affected.

Sea-level rise rate defines the time for adaptation

The scientists further assessed the rate of sea-level rise. The warmer the climate gets, the faster the sea level climbs. "Coastal communities have less time to adapt if sea-levels rise faster," Rahmstorf says.

"In our projections, a constant level of 2-degree warming will sustain rates of sea-level rise twice as high as observed today, until well after 2300," adds Schaeffer, "but much deeper emission reductions seem able to achieve a strong slow-down, or even a stabilization of sea level over that time frame."

Building on data from the past

Previous multi-century projections of sea-level rise reviewed by the Intergovernmental Panel on Climate Change (IPCC) were limited to the rise caused by thermal expansion of the ocean water as it heats up, which the IPCC found could reach up to a metre by 2300. However, this estimate did not include the potentially larger effect of melting ice, and research exploring this effect has considerably advanced in the last few years. The new study is using a complementary approach, called semi-empirical, that is based on using the connection between observed temperature and sea level during past centuries in order to estimate sea-level rise for scenarios of future global warming.

"Of course it remains open how far the close link between temperature and global sea level found for the past will carry on into the future," says Rahmstorf. "Despite the uncertainty we still have about future sea level, from a risk perspective our approach provides at least plausible, and relevant, estimates."

We already know that it took a full-term pregnancy to tear Jessica Simpson away from her beloved towering stilettos, so we couldn't help but wonder if motherhood would cause the bombshell to cool it on her oft-showcased cleavage. But in one twit pic, Simpson managed to let us know that she has no intention of going the conservative mother route.

Although the media has been scrutinizing her post-baby body, the new mom tweeted a picture of herself taking daughter Maxwell for a spin around the block on Friday. Jessica must have been feeling particularly confident in her gym clothes and shades that day, because she had no problem showing off a very, er, generous amount of cleavage.

Even Jess herself wasn't so sure if showing that much skin was appropriate, asking her followers if the look was "street legal." So what's the verdict: acceptable bust or cleavage overload?

Euro zone battle moves to pitch in Germany-Greece

GDANSK (Reuters) - In Greece they are rubbing their hands with glee.

Ninety minutes to get even. Ninety minutes to restore lost pride. Ninety minutes for the weak to triumph over the mighty.

When Greece take the football field in the Polish coastal city of Gdansk on Friday night to battle Germany for a place in the Euro 2012 semi-final, the honor of the nation is at stake.

In Germany, they also rub their hands with glee.

Ninety minutes for the paymaster to give the profligate state a drubbing. Ninety minutes to show who is in control. Ninety minutes to get even for political headache after headache, crisis after crisis.

The match, played out in a city rebuilt in grand Hanseatic style from the ruins of World War Two, pits two nations against each other whose ties have rarely been so sour, so bristling.

"Bye-bye Greeks, we can't rescue you today!" Germany's top-selling Bild proclaimed on its front page in the colors of the Greek flag.

"Bankrupt THEM," blared leading Greek paper Sport Day.

Even the respected daily Kathimerini drummed home to Greeks that this match is against a foe popularly blamed for saddling Greece with a punitive austerity program, chronic unemployment and years of deep economic recession.

"Whoever thinks today's match is just a game is wrong," the paper wrote, vowing it was "politics (maybe even war) by other means".

"To many Greeks, victory will represent the triumph of the weak against the wealth, might and arrogance of the powerful - the victim would humble his executioner? If the Germans win, they'll see it as confirmation of their diligence, strategy, talent and thrift," it added.

Cheering on Germany in Gdansk will be Chancellor Angela Merkel, a hated figure in Greece, who for many personifies the painful bail-out conditions, and the euro zone's strict approach to the debt-strapped state.

Merkel loves football and loves the German team. Earlier in the tournament she went to visit their training base. She attends high-profile matches and was even once photographed with bare-chested midfielder Mesut Ozil in the changing room.

The team in turn, call her their lucky charm. During the 2010 World Cup in South Africa she leapt to her feet and cheered wildly in the tribune for German goals.

Friday's game could be Merkel's "most difficult" Bild suggested, as she works out a tactful approach.

Trying to temper the hype has been German Foreign Minister Guido Westerwelle, no fan himself of the beautiful game. He claims it will be a "festival of football".

DAVID AND GOLIATH

Greece have never beaten Germany but now would be the ideal time to do so in order to cheer up the public back home and give them hope that Greece can repeat their amazing run to the European Championship crown in 2004.

The chances are slim to say the least. The Germans, among the favorites to take the tournament title, go into the match on the back of 14 consecutive competitive victories stretching back to the 2010 World Cup.

For Germany, playing in Gdansk, which prior to World War Two was the German and Polish inhabited free city of Danzig, will feel like a home game. Thirty thousand Germans are expected to travel to watch the game. Only six thousand Greek supporters are expected. Most Poles say their hearts beat for the underdog.

As of Friday morning thousands of Germans had already arrived in a rainy Gdansk, but Greek fans were thin on the ground in a city where a September 1 attack in 1939 was the beginning of Germany's invasion of Poland.

In Athens, some stay-at-homes vented spleen over hard times.

"I only wish someone would buy my plane ticket so I could go there and throw a yoghurt in her (Merkel's) face," said Theodosis Giannitsis, 65, who owns a small antique shop.

Germany's dapper coach Joachim Loew has stressed the need to respect the defensively-minded Greeks, particularly after their shock 1-0 win over Russia, and as tournament knockout stages can have a character of their own.

"It will be a tight game because the Greeks are not easy to break apart. They have their own style of play. It is in their blood, a tight defense and strong counter-attacks," said Loew.

"We keep writing them off but they are always there. They are... survival artists."

Greek players have had to brush off constant mockery.

Comic strips depicting a Greek player snatching the referee's coin at the toss-up before the start of a game and shouting "a euro" are a daily occurrence.

But players know the joy they can bring.

The Greek team, which staged the largest upset of the tournament in knocking out Russia 1-0 to earn their quarter-final spot, know the joy they are bringing to their country.

"The most important thing for us is to give some happiness to the Greek people, that's all, to make them celebrate in the street, given everything that is going on," said midfielder Giannis Maniatis.

Back in Athens, not everyone was drawn into the spirit.

"I couldn't care less," Said Panagiotis Pappas, 22, a chemistry student. "We're on the brink of disaster and all they care is about is football for Christ's sake."
